The project proposes to carry out coordinated area systems which strenghten the existing structural and infra-structural networks matching them with human resources and territorial potentialities.

This goal should be realized by the creation of multifunctional sites or movable services managed with innovative modalities and supported by ICT applications such as e-commerce, e-government, and including dedicated delivering modalities.

The goal of the project is to contrast the process of marginalization and depopulation of the rural areas of the alps, in order to face this situation defining an innovative approach of goods and services supply and management. This kind of approach will be achieved by means of these main activities:

  • Context analysis which will lead to a deeper understanding of the situation.
  • Economic situation.
  • Goods and services actual supply/ demand, existent logistic networks, existent activities/ structures, public institutions which can be involved.
  • SWOT analysis

For the HES-SO Valais (CH) the principal aim was to examine how to introduce and use technology in municipalities and in the inter-municipal collaboration.

Results :

  • Sample of “pilot municipalities” as well as the description of the current situation in these municipalities and their administrations.
  • Classification of the 6 local administrations by domains and sub-domains.
  • Detailed state of the art on inter-municipal collaborations and mergers between municipalities as well as on technologies used in this context.
  • Description of the stakeholders needs regarding online administrative transactions and virtual collaborations.
  • Inventory of already realized collaborations/ mergers in the 6 municipalities of the Anniviers valley.
  • Inventory of ongoing or planned collaborations, collaborations in the IT field, the factors favoring an online-collaboration, the obstacles and conditions for a future collaboration, the stakeholder expectations related to the inter-municipal collaboration.
  • Definition of the priorities and propositions for each domain.
  • Evaluation of the potential in terms of (e-) collaboration by sub-domains.
  • State of digitalization of the municipalities in the Anniviers valley.
  • Methodology for the analysis of administrative services and processes.
  • Inventory and detailed description of the current processes for the entire domain “general administration”; classification of these processes into:
  • Easily digitizable processes with advantages,
  • Hardly digitizable processes with advantages.
  • Processes involving complications in case of digitization.
  • Inventory of redefined processes in the context of the ICTs and detailed description of the future (digitized) processes for the entire domain “general administration”.
  • Inventory of selected domains and process to be realized remotely in priority in the context of the inter-municipal collaboration.
  • Several propositions for an IT service solution for the local administration of Anniviers.
  • Development of an conceptual basis for a virtual government platform for the Anniviers valley, including a separate access for citizens, businesses and administration.
